Wyoming has been ranked the surprising number one state in the country for cigarette smuggling as a study warns against increasing taxes. Wyoming's cigarette sales have the highest chance of landing in black or grey markets with 42 per cent of the state's cigarette consumption going to smugglers taking product outside of the state, according to a recent study from the Tax Foundation. The study consists of data drawn from 2022 and estimates comparing states' tax data to US Census Bureau consumption surveys.
